Although India’s plans for market reforms and opening up agriculture with earnest optimism and anticipation, every step on the way was laced with caution and deliberation and every action was weighed carefully for its merit so that the actual progress may have been only measured. After about two decades of experience in the new paradigm, this report is an attempt to revisit the period to assess the achievement in the projected direction.
