Some Notes on the Conceptual Foundations of the MDG Process

Before we can assess where we are with the MDG Process, we need to be clear about what the objectives are of setting the MDGs and the MDG Process. In order to do this, two fundamental questions need to be addressed: In what precise sense are the MDGs the goals of the development process? Of what use is goal setting in aiding the development process? Each of these questions lead, in turn, to a series of sub-questions that unpack the possible rationale of, and that highlight the strengths and weaknesses of, the MDGs and the MDG process.
