Trade Policy Responses to Food Price Volatility in Poor Net Food-Importing Countries

In recent years, high and volatile prices have contributed to acute shortages of basic foodstuffs in poor, net food-importing countries. This paper examines the new challenges these countries face, and looks at what could be done to overcome them.
