Emerging Poverty Scenario: Alternative Development Paradigm for Poverty Elimination

The alternative development paradigm outlined in this paper is based on the premise that market, planning and decentralisation need to be viewed not as substitutes but as complements in rethinking the strategy issues in India’s development. The paper seeks to characterise the present development status and, in its light, identifies the precise roles which the three components need to play in the emerging development phase.
